Prisons in Uganda are in need of considerable support. There are around 34,000 prisoners held in 222 institutions. The main challenge is the significant overcrowding facing the prison administration, which is currently holding twice as many prisoners as it has capacity for.

The legal framework for prisons is also outdated and in need of revision. Panopticon Consulting, on behalf of UNODC, undertook a review of current prison law and rules, drafted new prison regulations following detailed discussions with all grades of staff, and delivered prison management courses to 60 senior staff on the application of international Human Rights standards in prisons.
